New Romulus Misson Arc

I have completed every story arc but New Frontiers, and for some reason, I still cant access the New Romulus story arc on my lvl 60 Reman. I have the final 3 missions from the Romulan reputation system, and I cannot access those either, even though I have completed the first 2. Also, every time I leave the Mol'Rihan system, and beam back down to the staging area, I have to watch the D'tan and Obisek cut scene every time, is there something I need to do to fix this, and if there is, what is it?

Can't help much in how to actually solve the issue orderly/consistently, but I do know you were not SENT to New Romulus by the Romulan ambassador (found in DS9/ESD near Quinn in his office/Q'onoS) or alternatively didn't finish the 1st quest in the New Romulus line -This as a bug hunter here, and others, said before.

I think of some options. Try to find the Romulan ambassador in DS9/the appropriate place for your either KDF/Fed alignment,

Talk to him, interact etc as possible, (if all fails, interact with J->New Romulus line and see if you can get the 1st quest, or check if you have this quest in PROGRESSION after you talked/interact with the Romulan ambassador as you could,)

Once being SENT to New Romulus, go there, watch the cut scene and interact with people on the stage itself according to the order listed for your quest. Some things may change, a new cut scene may appear to you, and hopefully this quest can be done then.


In general, quests are taken by J->Episodes->New Romulus in that line.

P.S.
In case you are having a problem: For some reasons, if you are a new character I assume you did the Yesterday's War line fully, (as, according to your description, you advanced beyond what the level 43 quest might have blocked,) even though it might not be showing sometimes for Romulan/Remans if not interaction with J->Info to show it. Additionally I assume you completed the Darkness Before Down quest (Obisek's talking quest) even if it might be too easy to miss it by accident, and any other blocking quests above the New Romulus line. Still mentioning it here just in case.

Additionally, once you have cleared and done the non replayable 1st quest in New Romulus line, you could keep skipping/taking/doing by order the other New Romulus (replayable) quests, some of whom will later be linked to reputations T2,T3, and T4-5 (better done T4 and T5 matching line instance together) and will be needed to be done together.
