Non-functioanl Emotes in space/sector space

Hey, can you guys turn emotes back on in space & sector maps? They USED to work there! You're supposed to give customers more as time progresses not less. There are sooo many people in sector space that need to get /e exile! Why did emotes get turned off in space anyway?!? :#
