While that is true, it's unlikely that the Devs would simple make an unnecessary choice like that. The shortest distance between two points, here, is to create something new or use a race that is already thought of, by viewers of the many series, to be an energy type of race.
After Balok ( Clint Howard ) ended his deception after the crew beamed over to help him, he seemed rather proud of his ship, a ship designed for people of his statue. A sign that he was likely what he appeared to be. Making him turn out to be an energy being would mean the Devs were adding yet another layer of deception to who and what Balok was in that episode.
