options from orbit:
"beam to command center"
"beam to embassy"
"beam to New Romulus"
options after selecting "beam to New Romulus":
"beam to staging area" (aka NEW ROMULUS)
"beam to command" (aka COMMAND CENTER)
The second set of choices are redundant, if you target the first set correctly. This was fixed before. It's broken again.
