Federation research scientist wont let me buy anything, and (area wide) plumbing power mission wont let me buy the electro-plasma system to complete quest.

I have all the componets i need for both purchases.

Any one else having this problem? I'd like to eventually buy a fractal remodulator. Since I spend so much time in this zone between pve missions.
