So KDF, Romulans and TOS captains are NOT able to open these rewards! Kobali Warfare Specialist & EMH Doff will not open on reruns.
And before you say do you have enough room, I do.
"Laws" one also works great for KDF and Romulans (Have not tried TOS) but the are sometimes Blue rather then very rare.
