can't claim lukari rep completion reward

in PC Gameplay Bug Reports
I finished the Lukari rep and can't claim the final reward. It's grayed out in in progress missions. I listenedto the 5 messages. It says to hail Kuumaarke to claim?

I can do sponsorship tokens.

    Being a long time player I'm sure you've already done the following, but I'll mention them anyway: did you try logging out then back in; did you completely exit the game and restart; finally, after all that did you do a map transfer?

    aye many times all. i also visited ds9 esd and all the Lukari sectors seeking to find a place to hail. the mission to hail kuumaarke is in blue colored text which is something i've never seen before in 6 years. it seems significant.
