Duty Officer - Geologist [Exothermic Induction Field and Hyperonic Radiation] does not work anymore

Hello everyone,
since the changes to Ground Combat happend, I notices that my Geologist does no longer 'proc'
Hyperonic Radiation got a pretty good buff and is finally as strong as the NPC version
so i took it out of the mothballs and started spamming these two but no effect.
it does not reduces the Cooldown anymore
White --- 5% chance: to self: Reduce cooldown by 2 seconds
Green -- 10% chance: to self: Reduce cooldown by 4 seconds
Blue - - -15% chance: to self: Reduce cooldown by 6 seconds
Purple - -20% chance: to self: Reduce cooldown by 8 second
