New Romulus Web Access/Overgrown Caves unavailable

On one of my captains the mission Web Access is now showing up. For this, I'm supposed to pick up the mission 'Overgrown Caves' from "a Romulan Citizen standing next to the Paehhos Crater transporter", and requires Tier 3 Romulan rep.
I have Tier 4, so that's good. There are 2 people standing to the left of the transporter pad: a 'Romulan Research Team Leader', and a 'Romulan Plant Analyst'. All the Teamleader says is "I have nothing for you at this time.". The plant analyst apparently only exchanges Glowing Plants for Marks.
Other than these 2 individuals we have Nael, who we know isn't the one to give you the mission, a Romulan Botanist (standing) and a Romulan Civilian (seated). The last 2 don't have any dialogue options at all.
I think I have exhausted all possible options of beaming to the Staging Area, beaming up, and back down, changing characters, and completely exiting the game. None of this has resulted in the mission becoming available.

Anyone have any ideas?

Did you try clicking "Hail" on the mission listing for that one? When they recently revamped how all those work there's been some "issues". For the most part it seems they're not how they used to be but are now like all other missions where you sometimes have to "Hail" them.

Unfortunately, I do not have an option to Hail anyone for Web Access, and in the In Progress mission tab, that option is greyed out.

You'd hail "Overgrown Caves". Have you competed (or maybe even skipped) all the missions leading up to that one? i.e. they now behave like other story lines where you have to do them in order for the next one to become available. i.e. you should have completed all these ones

New Romulus Aid, Staging Area, Warehouse, The Atlai, Vastam Peaks, Mountain Base and Paehhos Crater. At that point you should be able to Hail Overgrown Caves.

Since the revamp, I haven't run a new toon through there yet. The one I have run through had part of it all ready done and I didn't run into any issues. In fact, some of it was sort of messed up and I had to backtrack and do some of the missions that had previously been given by the Tier completion messages.

Edit: You should be entering your journal and clicking on the Episodes tab, not In Progress. Then on the New Romulus tab on the side to get the full list of missions in that story line. From there you can do things like Skip, Hail etc.

There we go... I wasn't even aware they'd added the New Romulus ground stuff to the regular story arc. Once I noticed, I skipped "Paehhos Crater', and picked up 'Overgrown Caves'.
