Temporal Transponder not activating

I'm on Xbox one. I have a lvl 12 AoY char and I can't get the temporal transponder to open up. I asked in zone chat and was told others are having the same issue, but I couldn't find any posts on it. Just curious to what is going. Thank you for your time.

Same problem here.Also on Xbox One.

I sent in a support ticket. They responded back that I need to use the corresponding button to active it. I do and all I get is More Details option
