The transmissions for Lukari Rep at DS9 are all unlocked for the player to read once Tier 1 has been reached in the rep, unlike other reps like Terran Rep where it's unlocked per tier.

I completed the rep 5 before going to ds9. Completing the t1 transmission also completes the t2 transmission.
