Upgrade bug

After coming back from not playing for a while I saw the patch notes saying that the Voth Wide Angle Transphasic-Chroniton Launcher was now upgradable. However, I have the torpedo on two different characters and the upgrade window still will not allow them to be upgraded. When dragging the torpedo to the window the slot remains red and the torpedo does not appear in the drop down window when selecting the empty box. I have also tried to discard the torpedo and reclaim it in the dilithium store to no avail. Any way to fix this?
