I would say Mirror Universe would be the new faction that interests me the most. It would be relatively cheap for Cryptic in that they could use mostly re-skinned versions of existing models, and making the models seems to be the big expense for them. Other - Dominion Alliance, so you can roll the Breen, Cardassians, Vorta, and Jem'hadar into it and would have a decent selection of ships.
That being said, since all the Breen ships are seasonal rewards and already in game, the Jem'hadar are lockbox or lobi, as are the Cardassians.....any faction that comes CAN'T include any of those races.

They could do a TOS themed faction somehow, with all the races that are in game now from past Star Trek as "baddies" that are now minor races: Gorn, Ferasian, Orion, First Federation sorta stuff. Make it a mini-faction for the Klingons?

Voth, although I would also be happy with them being added as playable species to the existing factions.
No more full factions should be added though. Mini-factions, that's about as much as I'd like to see. Each new full faction will only take away resources from the main faction(s) and in the end that will only be good for a small minority.
Mini-factions can work if it's just a few episodes with something of an unique storyline and background, as well as new maps on, for example, the Voth homeworld/city ship. This wouldn't require continuous attention and devotion of resources, but it would still give us some nice extra stories and additional playable species.

None. The only "race" I can come up with that might make financial sense would be Borg as you could probably come up with some cool new gameplay mechanics. But even then I just don't see enough ship variety to really warrant it.

Agents of Tomorrow. Use all three factions on a single mission chain that results in them now stuck in the past. Each one picks up at the end of the tutorial like AoY did. Putting KDF seeing J'mpok, Fed getting sent to check our missing freighter. And Romulans picking a side.
Comes with custom future uniform. And starter T1 ship. They themselves go on the joint missions with the intent of stabilizing temporal rifts that are making different captains all historically accomplishing the same tasks. (Thus explaining how everyone does what lies beneath etc.)
For a bonus. Three of the starter missions. Introduce Jurlek to a federation spy. Convince Kadek to capture the break even. Suggest to Hakeev that Virinat has many colonists to recruit.

Mirror Universe - Terran Empire would likely be the easiest ... all they would need to do is reskin the fed missions, dump in more shooting and boom done. Then a good reason for you to defect to the fed fools.
The fact there's still no playable Cardassians... I really feel like that needs to be remedied. They're easily the most iconic and popular race in Trek that you can't play as right now. Like, I don't even need a Cardie faction, just the ability to roll one properly would be great.
After that, I would still love to see the "Delta Alliance" as a minor faction someday. Hirogen, Kobali, Kazon, all of those zany Delta types... but I figure it's a long ways off. And besides, they've already crammed everything Hirogen into the game via the Lobi Store and lockboxes and I'm quite happy now with my Aliengen Hirogen captain and crew. Though if Cryptic wanted to let us access the HIROGEN BASE COMPLEXION I wouldn't complain. The Lissepian one is a nice stop-gap, but it's definitely the weak point in making a player Hirogen.
With that said, I don't think we're too likely to see more fully separate factions like the KDF in STO, and if we do it'll be Dominion themed. Such a massive amount of the playerbase spends their time Fed side, most other full-factions would likely find themselves even less populated than the KDF. But more starting areas and mini-factions ala the Romulans and AOY? That I can both see and wouldn't mind. Sure, I would've LOVED a full RSE faction back in the day, but that ship sailed a long time ago. I've made peace with it and come to enjoy the Republic for what it is.
Seriously though, after long reflection I've come to terms that there will probably never, ever be Cryptic designed player Hirogen. So... can I just have that base complexion? Pretty please? I'll bake cookies for everyone at Cryptic and totally not consider my "writhing mass of snakes" tactic.
Playable Cardassian mini-faction. I mean, think about it; there's a treaty saying the Cardassians aren't allowed to amass a large force of their own, but certain vessels might be excluded if they fall under the authority of the Federation or the Klingons...

Granted, you'll never have the 7 Super Emeralds that I have in my possession, nor the Master Emerald that I've got hidden away somewhere... absorbed into my body thanks to Sonic logic, but whatever. You open both, leaving the Bulwark in your vast masses of starships as you jump into the bugship and deck it out, deck by deck, into the most awesome Jem'Hadar ship you can. You fly it. You enjoy it. Eventually, you get bored and leave, leaving the old Bulwark never flown... until later. Your main is long complete. Your new alt main, based off some character you pulled out of nothing just to explain away some starship being in service without the command of your dear admiral, is also complete. Mostly. Their reps and doffs are hard at work, getting you stuff. You realize the potential, and head back for your dear admiral, pull the most Voth themed build you can out of thin air, and suit up in your giant ship in the shape of you know what. Oh, and yes, I am aware that I have become a Canadian Regent; one day, sooner than you'd expect, we'll suddenly decide to take over the world and declare an "alliance", and I shall become it's Regent.
