Breen Energy Syphon.

So the tool tip says "Drain 25% more effective when this set is used in a Breen ship." Before season 11.5 when I used breen ships that made the ability equal to Energy Syphon 3..However its stats remain the same from non-Breen to Breen ships..What gives?
