Can't place Photon Grenade Launcher Fabrication (23c.) in power tray

So I got low level Photon Grenade Launcher Fabrication 23c kit module on the exchange and upgraded it to max level. I can equip it my character and it shows up in my available powers, but when I drag it down to my tray nothing happens.

This is really annoying. I spent a lot of dil upgrading that thing.

This has been going on forever, but yet nothing.

Take a close look. I have same problem, however, in my power tray, my Mk XIV launcher shows up as only a Mk IV. And, of course, I can't move the power to my tray.
