K13 23C. skills not always trainable to my Bridge Officers

I bought a suite (I, II, & III) of 23c. boff powers including Tractor Beam, Heavy Yield, Science Team, Emergency Power to Shields, and two or three other powers.
Not all of my Boff had spaces for 23c. variants (e.g. there is a spot to train HY but no spot with a 23 c. HY) like HY, while some had a 23c. trainable slot but could not be trained in that power. I submitted a bug report but wanted to mention it here as well.
If only certain boffs can be trained to use these powers or if we cannot train all of our Boff's in 23c. boff powers please allow us to return the powers to the K 13 vendor with a full refund.
