(BUG) Cannot train Lt and above 23rd century abilities

Unlocked tier 3 on retrofit engineering on K-13. Myself and others in fleet have bought the manuals Lt and above and cannot train any bridge officers the new manuals.
Anyone else having this issue?

Yesss!!! I see the Ensign level 23c abilities, but no Lieutenant, Lieutenant Commander or Commander 23c abilities. Even after buying the training manuals from K-13.

Are you trying to train a 23c Bridge Officer or a 25c Bridge Officer?
(This probably shouldn't matter, though.)

Tried 23c and normal fed toons. Was able to train ensign abilities. LT and above is not available

Yes, this drove me mad...but was finally able to fix it by specializing the bugged boffs.

Once you specialize the boff, all ability slots magically appear. Any spec works, but pilot's the cheapest.

all those bridge officers I have are already specialized

This didn't work for me

two of my Fleet Mates tried this and I did not work for them either. Can we get a dev to please acknowledge this? Kind of ridiculous to unlock tier 3 engineering and purchase abilities you cannot even use.

Agreed. This is very annoying. Had to tell folks in our armada not to buy them until this is fixed.

same problem here and its actually really annoying not being able to train anything higher then an ensign ability
