Nebula Class Mission Pod cannot work with Fleet 2 material

So I bought the Fleet Advanced Research Vessel today for my science guy because I've always liked the nebula class. I wanted to set it up as Nebula class with the Fleet 2 material but it I could just not get the two at the same time.
After some testing I discovered I cannot use the Nebula Class Mission pod and Fleet 2 material at the same time. I can still use the Phoenix Mission pod so it's not too big a deal but it still kind of sucks.
