Cant run second pvp race

Well it seems like this gem is back.
Anyway Toon is Ferasan, Can only run one race per hour wehen you go to the starting line for the second race the join race button shows you can click it, and the flash will light up your character then the Join race button shows up again. Exactly like last year and the year before that etc. It would be really nice to run both races.
I have tried on several toons only the Ferasan is having issue with this. All other toons I have tried had no issue completing both races. I have also tried switching instances. no luck. Been happening since day one of the event,
