T3 Nebula -- Venture costume listed but not usable

I have the Venture unlocked on my account. On the T3 Nebula, the Venture costume is listed in the Templates list, and Venture parts are also available in the advanced window. Putting Venture costume parts on the Nebula appears to work fine; however, when I click the Purchase button to apply the customization, it says I need to "buy" it (it lists the price as free), and then when I click on "Buy", it says, "Your character cannot use this item". I know that the Venture is a T4 ship and my character is only a commander; however, I generally do not have a problem using higher-tier costumes on lower-tier ships when I'm a lower rank (for instance, using the Pathfinder costume on a T4 LRSV refit as a captain, or using the Armitage costume on a T3 Thunderchild as a commander). So either the Venture costume on the T3 Nebula is not working as intended, or -- if it is -- the game is erroneously listing a costume that shouldn't be available on the T3 Nebula.
