Nimbus III: Level Scale Error

On Nimbus III (where players are scaled down to 26 if over), my engineer's (level 42) summoned turrets are at 23 (-3) but if you have a duty officer buff to cause an extra turret to be summoned, it is at the character's natural level (in this case, the extra turret is +16).
A minor issue to be sure but thought I should report it.
