[xbox] Can't change tailor outfit. Stuck with Iconian vest

So I used my fleet tailor slot to try the Iconian vest and later went back to try something else but I can not change it to anything else.
When I choose modify outfit the game asks what type (uniform, off duty, etc) but no matter which I choose the Iconian vests are the only available choices in the advanced section and the preset tab is greyed out. No matter what I do, I can't get anything else in that tailor slot. My other two tailor slots work fine.
Any suggestions?
