Medical tier 1

I've had a couple of characters made recently get Medical to tier 1 in the Duty Officer missions. But it says I got it but stays at 0. If I talk to the R&D guy to correct it, it puts the 2500 back to 0 to start over. But doesn't seem to be happening on others except Medical so far that I can tell.
