Chances are youre a AMD user. Cryptic/PWE apparently hates AMD, and leaves it to the community to fix their bugs.
I have found 2 workarounds that deal with the issue.
Workaround 1
Turn down your graphics setting via the graphics tab in the in game options menu. Game looks like TRIBBLE, but it apparently its worked for some, didnt for me.
Workaround 2
Uninstall your graphics card drivers, and let windows reinstall them. DO NOT UPDATE THEM. This worked for me. The game runs fine.
Windows 7: Click start, right click on my computer, then click on manage. Click on device manager, then click on display adapters. Right click on your graphics card, click on uninstall. A window will pop up saying "Warning: you are about to uninstall this device from your system". There is a little box below the warning that says "Delete the driver software from this device". Check the box, then click Ok. Let it do its thing. Your display will go all weird and huge. When thats done, go back to your device manager, right click on your computer name, then click on scan for changes. The graphics card should register again, this time as "Video controller: VGA compatible" with a yellow triangle that has a exclamation point next to it. If it doesnt, be patient. It'll register. Then right click on it, then click on "Update driver software". A window will pop up giving you 2 choices. "Search automatically for updated driver software", and "Browse my computer for driver software". Click on "Search automatically", let it do its thing, your graphics should return to normal. Restart your pc, fire up STO, and it should fix the issue.
