MK XIV Epic shield bugged in combat?

I was noticing that my shields weren't holding up properly during a Borg RA in the Beta Quadrant. I'm playing at level 55, with a MK XIV Epic quality standard Shield Array with [Capx4][Cp/Rg] mods. Upon checking after STF's end, I noticed my shields were only showing 3.2k strength?? Outside the RA, they returned to the expected 14.3k strength. See screenshots below.

As a follow-up, I have tested the same conditions with a different shield and found that the other shield worked normally. It appears to be a specific bug with this shield. The bug also returned when I re-slotted this shield after testing another.
