Staff not repairing or healing injuries?

While playing, and this has been off and on for at least a year, Doctors and Ship engineers on bases can't heal injuries or damages. It brings up the window but they no longer seem capable of fixing things. I either have to hop station to station or just buying the items to do it myself. Is this broken? Did they switch it to require the items when they staff used to be free?
