Romulans and "First Complement"

My third Romulan character (in this case, an Engineer) has never been granted the "First Complement" mission, so has missed out on the starter 20 Duty Officers. She's already hit level 30 and has completed "Neutral no More".

I wonder if "First Complement" is coded to trigger only at level 11 (not 11+) - anybody finished "Neutral no More" at levels 12+ and still gotten "First Complement"?

I've been in discussion with Customer Support for over a week but their last e-mail said they think it's an actual bug and to report it here.

The conditions for Romulan characters to receive their first batch of Duty Officers is somewhat more complicated that the text ingame would have you believe. (23rd Century Starfleet characters have a similar situation.)

First, you must beallied to the Federation or Klingon Defense Force.
Second, you must reach a minimum of level 11.
Third, you have to level up once more.
This should trigger the First Complement or Duty Officers to be granted to you.

The above information is not official and is merely a description based on my own observations.

Thanks for the clarifications, but my character most definitely has satisfied all of the criteria you've listed (and then some).

Actually, my troublesome Romulan Engineer is my third Romulan character - all are Starfleet-aligned.. The first had no problems getting "First Complement". The second was created during the last double-xp event and didn't get the quest until she was about level 22 but she did get it. Of course, there have been various updates between the creation date of all three characters so ... *shrug*

Short version, I got my initial cadre immediately upon turining in "Bigger Picture"

Firstly.... *slaps self for not doing a proper forum search before starting his own thread*

Secondly, ... *sighs* My character has already completed Bigger Picture (and more than a handful of other story missions too)

So, it looks like more playing and testing until I hit just the right trigger. Thanks for your input.

It's an odd bug, had it hit me today also. So did not getting the starting cadre either. And currently level 20, and it's not a particular mission as far as I can tell. I did get the next pack at level 17 or 18, which gave me three doffs. Which is not a very worthy roster to start out with.
