can't use skill points

I have romulan character who level 54 I can't use any of my skill points do anyone know what wrong with it

Same thing on my 52 romulan kdf started with my space and ground points at 50 was like ok maybe I'll just go to the next lvls it will work itself out nope and was planning to get a t6 ship for her looks like im stuck on the feds
