Nanite Health Monitor damage resistance does not trigger

The title says it all, "+35 All Damage Resistance Rating for 15 seconds" is written on the skill Nanite Health Monitor [UR Mk XIV] but it does not trigger.
Vascular Regenerator [UR Mk XIV] triggers its respective damage resistance properly, and so does Medical Tricorder [UR Mk XIV].
