Breen Energy Siphon Ability, and Passive Buffs not working on Breen Absolute Zero Set.

I am using 3 pieces of the Breen Absolute Zero set (Shield, Impulse Engine, and Deflector), and Should have access to the Breen Energy Siphon (Set 3) Space Ability. It is not appearing on my Radial Wheel. In addition I do not appear to be getting the 'Set 2' Passive Buff either.

I submitted a Ticket (161011-000707) to Support, and they investigated. They recommended that I submit a Bug Report:

Having reviewed the information you supplied, we’ve come to the conclusion that this may be the result of an unreported gameplay bug. Regretfully, we don’t have a resolution for the issue at this time, however we’re always trying to improve the gameplay experience for all of our games and we appreciate the time you took to notify us of your concern. We would like to resolve the issue as quickly as possible; however some issues require development time from departments outside of Customer Support and cannot be immediately resolved by a Game Master.

I have a strong interest in collecting the Warp Core to complete the Set and access the Set 4 Cryoplasma Ability, but I doubt that will work under the circumstances either.

Just as a note: When I first earned the set items, they could not be upgraded. I submitted a ticket (161011-000704) that resolved that issue by replacing the Shield, Impulse Engine, and Deflector entirely; I did not have access to the Set 3 Breen Energy Siphon or Set 2 Passive buffs before or after this was resolved.
