Cannot add Raare Duty officer to my roster...getting wierd error message.

I recently replayed the mission "All that Glitters" which rewards you with an Orange Quality EMH Hologram Doctor. However, it says if you already one of him, (which I do obviously, this being my second time running the mission), then when you use the item it will grant you one random high quality Doff instead. However, when I use it, I get a warning message saying that I have to make room in my duty officer roster before I can add him. I dont understand this because I have plenty of room for more Doffs. Only 66 out of 100 to be precise. SO what I am not doing right here?

I have done "Fistful of Gorn" on 2 characters now, with the same result as you encountered:

1st character is KDF. He had Law equipped on active duty when the mission was over. Cant open the pack, says roster full even though it isnt.

2nd character is FED. I thought, maybe the game doesnt recognize when the officer is on active duty, so I took him off before completing the mission. That didnt work though, I get the same message about roster being full.

I even put some of my doffs in mail, so that I have room even if it counted active officers towards capacity, but the issue is still there.

I have had the same problem with Fist Full of Gorn and A New Warfare. If I delete the Law Doff I can reclaim it but I can't claim the other Doff that is supposed to be in the pack regardless of if I have Law on the roster or not.

Check the tabs other than Roster, if you have say 20 prisoners or passengers, and you get a box with another passenger say a refugee, even if you have 100 doff slots open it will tell you to make room because you can only have 20 passengers. Same goes for the other categories as well.

I make regular donations of Doffs to fleet projects downgrading any unbound rares or uncommons. I have mostly bound doffs with no prisoners and only a few passengers. I was hoping the doff from this mission award could be exchanged at the academy to get commons for fleet projects. But its still suffering in the box and it stopped making whining noises a few days ago.....

same thing happened to me, I dismissed a couple doffs and logged off for the day. The next day he was in my roster
