[BUG-PC] Plasma Fulmination can damage characters in PvE locations

I was using the exchange on Drozana Station this morning and a pair of characters started setting off powers in the area. I found it odd that my heath and shield actually took damage, so I checked my combat tab. It appears that a power with a damage effect called "Plasma Fulmination" damaged me several times from both players while I was standing there shopping. I know some of the prices on the exchange are dangerous to the wallet, but I didn't expect to be plasma burned as well.
