Holodeck ticket 4,129,904 (submitted on 10/25/2016)
The morning before the patch to Holodeck on October 25, 2016, I noticed that several characters that I had transferred over to Tribble had blank items in their bank or inventory. By comparing my bank and inventory on Holodeck and Tribble, I was able to determine that the following kit frames were replaced by blank items:
[Tactical Kit - Standard Issue] (comes with one assault module slot)
[Science Kit - Standard Issue] (comes with one medic module slot)
[Science Kit - Standard Issue] (23rd-century version, comes with one science module slot)
Note that I no longer have these kit frames on Holodeck, because I discarded them before the patch. Some of my characters still have them on Tribble, however. I suspect that this bug affects all standard-issue kit frames, including the 23rd-century ones.
Steps to reproduce
1. Install the following build:
Version: ST.64.20160709a.39
SVN build number: 200840
Holodeck patch date: October 19, 2016
- six days before "Agents of Yesterday: Artifacts"
2. Start the STO client.
3. Log on to a tactical officer and place the following kit frame in the bank or inventory:
[Tactical Kit - Standard Issue] (comes with one assault module slot)
4. Log on to a science officer and place the following kit frame in the bank or inventory:
[Science Kit - Standard Issue] (comes with one medic module slot)
5. Log on to a 23rd-century science officer and place the following kit frame in the bank or inventory:
[Science Kit - Standard Issue] (23rd-century version, comes with one science module slot)
6. Exit the STO client.
7. Install the following build:
Version: ST.66.20161016a.7
SVN build number: 201656
Holodeck patch date: October 25, 2016
- "Agents of Yesterday: Artifacts", day of release
8. Start the STO client.
9. Log on to the same characters as before and verify that your kit frames have been replaced by blank items.
NOTE: The steps above include only those kit frames that I'm sure are broken. You should probably check all standard-issue kit frames.

I had a non-modular UR [Romulan Engineering Kit - Fabrication Specialist Mk XII] that I have used for quite a while. today I am doing the FE and when I got to use my turrets, I discover that not only are they not there any longer, I wasn't even issued the kit mods for them items that it had. SO I have a UR rom kit with no mods my other old style kits seem unaffected by this tho.

My guess is that the system thinks the kit is still there, but is somehow unable to recognize it, and hence can't do anything with it - not even remove it.
(I also found all my currently slotted modules had vanished, but switching maps a few times made them pop back up in inventory.)

yep same here on my Rom toon. Can't equip any kits because the slot has a blank item in it.
STILL non solved after 3/11 (and actually on 21/11 the bug present)
Also, starter kit frames won't appear and won't release the stuck slot, it seems, no matter what you do, until it will be fixed by devs.
Adding: starter 23c Engineer, Starter 23c Science confirmed on my two AoY level 60 characters too, on bank slot. (another unknown low level Eng kit frame possibly starter one (and not any holdings'/romulan) affects a low level non AoY Eng too on kit frame slot.) reported to support regarding those characters when I had the relevant information. It's possible those kit frames were not having any passives, I think. And like ruinthefun said, (the low) item is non discard-able (or sale-able)
Note that, as others reported already, any of inventory/bank/KIT FRAME slot may be affected and totally disabled depends on where the (stuck, blackened) affected degenerated kit frame was placed on 25/10.
Sorry for posting it in various places but wasn't sure where I should put this info for it to be seen and got a "hint" it's good to post this on forum. Support is aware of this issue as being present after 3/11.
Since it's the official report, trying to redirect related topics here instead, for now.
Do they get other starter kit frames?
If not, do they suffer a kit frame blackening/degeneration and disabled slot related issue?
Sorry, as silly and basic as it might sound like, I can't test it so adding this note, as maybe others know already (likely) or want to test.

This question does NOT negate, by any result in case such a test was done, the validity and existence of the reported bug above. THE BUG REPORTER BY THE OP EXISTS AS OF NOW (let alone after the 3/11 patch) and may affect kit frame slot/bank slot or an inventory slot as said above.
Edit 25/11: I was told this doesn't affect newly created characters after the artifact patch. This is good.
However, to clarify, the issue presented is CRITICAL in my opinion and STILL ACTIVE (and in my case, affecting all my chars which were affected initially) and so I hope the reports on it are found and that it will be finally fixed eventually. Not seeing it as a known issue (after it was added and then removed without being fixed) is not very assuring.
My kit frame slot is completely unusable.
I attempted to submit a bug report (ticket ID #4,174,949) but for whatever reason I can't seem to bring the report back up.
I can't even see my own ticket on that subject so when is a big question indeed.

I would like to take a moment to enthusiastically thank all the developers involved. I am very grateful to have my character back to full functionality.
If I could offer some criticism, however, it would have been nice to know that the issue was being worked on. As far as I could tell in the 3 months I've been dealing with this problem there was never any kind of official acknowledgement of the bug or assurance that it was being addressed. It left me feeling very ignored and frustrated.

Not fixed at all for me. Most of my toons were happy using the MK X blue kits and right now very few have any kit modules at all. Have equiped, unequiped, changed maps to system then sector, then back to system and then down to planet but no I am still kit-less.

Sorry to hear. I have to report that my science starter kit HAS FINALLY been fixed, no more blank unremovable items. I too would have liked to have known that the issue was/is being worked on, nevertheless I would like to thank devs for getting my problem sorted out.
I do understand the issue was NOT fixed for all even if fixed for me, and so, leaving this clear note to not mislead.

*(I do have still another issue since the expansion of an upgraded 23c Eng starter blue XIII module above level V which can not be "hotbarred" but this is probably a different issue mentioned here as it may be related to the revamp/kit upgrade-ability (and level IV-V maybe) too. Same (old) issue as mentioned above by turbomagnus . As noted I am also aware the original kit frame issue was not solved for some.)
