Cannot turn up graphics (AMD GPU HERE)

Well I wanted to check out the graphical upgrade and I can turn up graphics on the login screen but if I tried loading up a character it crashes on a loading screen if my graphics are turned up and I can get into my character fine with lowered graphics but if I try turning them up, crash

    Also i'm having a strange bug where it keeps telling me to update my graphics driver eventhough they are already up to date

    Edit: Looks like the crashing issue is caused by once again changing the bloom settings, if I had the money I might just switch to an nVidia GPU
