can't learn some manuals

I can't learn some manuals for my bridge officer's even though i have enough expertise and the manual I am also starting to have another issue i just bought and learned 1 manual which then removes a manual from a different slot

    I have had the same issue every now and then. Sometimes it worked when I transition to another map from the place I bought the manuals, bot other times that did not work. I've waited for a couple of days and it somehow magically worked.

    Make sure the Boff has been promoted to the rank that can accommodate that Skill.

    Also, there are certain areas where they cannot learn skills. Try orbit, Sector Space, or on the Home World.

    Make sure if it a Specialization Skill your Boff has learned that Specialization. I usually make sure my core group of Boffs know all four Specialization Trees.
