can't spend skill points

I got a romulan character who is lvl 54 I can't spend my skill points under captain skills

same here Romulan char lvl 53, also noticed i cant assign traits unlocked via reputation.

I am having the same problem. Romulan level 53. I cannot spend captain skills or specialization points. I haven't been able to since level 50. I reported via email and was told at the time this was an unreported gameplay bug and to report it here. I've tried rebooting the Xbox, logging out of the game, force restarting the game. I've done everything short of uninstalling.

Roman Character with same problem.
Managed to spend a single skill point, but, I was waiting for Crystalline Cataclysm to start while I tried to spend another (Ground). Pop-up dialog box was up when the event started. Since then I was unable to spend any skill points (Space or Ground). I suspect the event broke something between spending and acknowledgement.

Same issue I can't spend my last point in captain skill ground traits or specialization points. My klingon and fed faction seem to be working fine. I have logged out and changed character to try and fix but it hasn't helped. On my federation faction the scorpion fighter you get as reward has disappeared from my Sovereign class ship. Ship may or may not make a difference but these are the details. On Romulan and Klingon faction seem to have an issue where I can have 2 outfits but only can wear the primary. It won't allow me to switch between the two.

This is the only MMO I've played where they've broken a class and are in no hurry to fix it.
