[PC] New AoY toon -- keybinds + save / load UI not working

As the title says, I have created a new AoY toon during the last XP event , and now that it's above Lvl 50 , I tried to load my keybind file that works with my other toons .

/bind_load_file spacebar.txt

Nothing happened.
Tried loading the previously saved UI from other toons -- figuring that the Ui might be bugged . Nothing , didn't load my previously saved Ui .

Tried verifying the files . Nothing .

Tried resetting the settings. Nothing .

Tried reaching customer service through the game -- got a message that it can't be reached and to try later .

At this point I'm not sure what to do anymore .

Any suggestions or previously discussed threads that I should look up ?

Nobody got any ideas ?

As an 'update' , I also noted that this toon (unlike the myriad of others I have) also has some unique buggy game play experience -- In several instances (Japori , deep space encounters , ISA) , the ship disappears , and then the animation of the ship moving into the scene -- from the bottom of the screen , shows and combat resumes (with 2-3 seconds lost) .
Again , none of my other characters show this type of malfunction .

Any idea what kind of "re-set" should I ask for from customer support ?
In other MMO's , if multiple character specific problems occur , a senior support person can try to "reset" the character (at times some of your stuff won't make it back) -- is it the same with STO support ?
