You're talking about "Bridge Officer Powers", right? Things like Beam: Fire at Will and Gravity Well and Quantum Mortar Launcher?

The process itself is "relatively simple", and should be more-or-less the same between PC (my platform) and console. Get Manual, go to the BOff's "skill screen", click on the "rank" of the power you're trying to train, find the power in the power list, click "learn". BOff knows power...

The checklist of things to go through to get to this point, and the final step, however, can be confusing. Here's a few things to be aware of:

    1. To train a BOff in higher level skills, you need to "promote" them to that rank. As a Rear Admiral, you can promote all your BOffs to Commander (and therefore train them in any desired skill) - as long as you have sufficient "BOff skill points" to pay for all the promotions and trainings.
    2. While over 80% of the skills are available at the BOff skill vendor in your Headquarters, quite a few of the others - especially the higher ranked III levels of "critical" skills - are only available through the "not yet on consoles" crating system or lockboxes that may not exist yet.
    3. After training the BOff in the skill, if you change it on the "skills" page, it only changes it for the "default" slot on the BOffs next assignment. You need to go to the "Stations" page in order to change the skill that the BOff is currently using.
    4. BOff skills are "segregated" into classes. You can't teach an Engineer a Tactical skill, for example. Keep this in mind when you're looking at what powers you want, etc. etc.
    5. As to exactly what powers you should be buying, that's highly dependent on your build and desired playstyle...
Detecting big-time "anti-old-school" bias here. NX? Lobi. TOS/TMP Connie? Super-promotion-box. (aka the two hardest ways to get ships) Excelsior & all 3 TNG "big hero" ships? C-Store. Please Equalize...
