Space and Ground Skills Invalid after promotion

I hope I'm not posting something already posted...did a search but didn't see what I was looking for. But, I've had to respec my Klingon character several times after promotions because it cleared already specified ground and space skills. I can't recall what promotion levels it happened at except for the latest which was from 49 - 50. Anyone else have this issue? Thanks
