They have the "Secret Shuttle Codes" mission but according to sto wiki, you need Mountain Base first to get into an instance.

location 4 mission start
Completely different area. Mountain pass, not ruins, which btw, this ruins instance is broken. I have been running back and forth rerouting power with no more tholians spawning for the past 5 minutes.
edit: didn't get to the last one (thought only 2 had blown), and now nothing to do with 4 smoking consoles. I had abandoned the mission when I "failed" to prevent the overload. The game didn't even give any information on what I was supposed to do. Only after I had 2-3 blown did I notice the timer bar over a console. Now after reentering the place this happens.

edit2: I found the guy. The reason why it is so hard is he is some NPC just standing there with no icon to indicate he has something for me.
You have not failed just because the power consoles are overloaded, that is an optional part of the mission.
If an accolade is failed, then I failed.
In any case, I stood around with nothing to do for 5 minutes so I gave up and will redo it again.
there should be "signal D'Tan" button to press that shows up at the end, when it seems you have nothing to do (it's on lower right part of my hud, it may be on different position depending on hud settings)
edit: there's one more mission you need to do before going for ruins (to actually get "signal d'tan" pop up). It's in paehhos crater, similar to mountain pass, pick up quest from npc at transporter and enter the cave. Btw, after watching those videos, don't forget to upload report to actually finish the rep mission (it happened to me and i needed to redo whole instance, lol)
Also, the normal mission to explore the area is repeatable. So you can fail the accolade, signal D'Tan get the Romulan rep reward, then come back in 30 minutes to try for the accolade again.
I guess the problem is that Cryptic has problems with some missions when you stray off of the guided path.
I didn't do these until I had nothing else to do with rep 5 and 60.
So many other missions get bugged when you don't stay on the rails.
The missions are not buggy, they just don't explain in detail how to watch the shuttle recording or to signal D'Tan. Since the rep is overlaid on a normal mission, they also will let you exit without completing the rep part, just like the Delta and Temporal Recruit additions would let you do.
But they are also repeatable, so at worst you lose a bit of time but get a little dil and XP.
Yeah, the first time I did Secret Shuttle Codes mission, I ended it without watching the recorded video. I had to repeat it again the following day. Not a big deal since it is a pretty quick mission.
