I'v got ALL rewards for 3, 6, 9 and all systems at the same time -- when I complete 8 rows and colums at sector Alpha (I think it was 8, but I may made a mistake at this calculation). But rewards for 3 and 6 blocks should be earlier, and ALL systems I do not visit at that time.
