Terran enemy ship weapons

in PC Gameplay Bug Reports
Lately seems like Terran ship weapons are proc'ing shields offline a LOT, and BOFF abilities (Emergency Power of Shields, Engineering Team) and Red Matter Capacitor don't restore the shields subsystem.
