[PS4] Graviton Pulse Generator universal console does not have the associated active skill.

So, I submitted this bug via a support ticket, and the rep who replied told me this is not a reported bug so I should post it here.
The Graviton Pulse Generator universal console should allow access to an active ability when equipped, but this is not the case. I have several other universal consoles like Torpedo Point Defense and the Defiant cloak (whatever it's called) and they all provide active skills. The GPG does not. I have looked in every possible location a skill may be, I have changed maps to see if it appears (which works when an unlocked trait is not in the list, so remember that folks, it might help), tried logging out and back in. Nothing.
So, it seems the GPG is bugged which is annoying since it would be fun to use when chasing a target intent on getting away from you, especially in PVP.
Anyone else having this problem with the console? Have you found a fix for it? I would love to know.
