Fed-Roms can't claim 0718

My Fed-Rom characters are able to claim any special Fed bridge officers from the C-Store, except for 0718 from the Temporal Starter Pack. I get the message "Your character cannot use this item" when I try to claim this boff. (My 23c and regular Fed characters can claim him just fine.)

It is not just you. While I don't know exactly who at Cryptic made the decision, 0718 is just another of the many Federation only items that truly mean Federation only. As Romulans, we are not Federation, we may be Allied with them but they are not going to allow us full access to anything and everything they have. It's not just the Federation, there are also Klingon only items that are truly Klingon only, they do not allow KDF aligned Romulans access to all their stuff either.

But hey, we Romulans don't exactly have a reputation for being especially trustworthy do we ?
