Cryptic clearly did not want to shift any noticeable % of PC gamers over to Console. They wanted to add console players to the existing ranks.
There are dynamic differences between PC and console. Differences that cannot be overcome easily and certainly not economically in order to allow for migration of captains. Down the road when those differences are mitigated, that could change, but no promises.
So, fact: OP clearly does not "know how it works".

I couldn't have said it better myself! Multi-Platform games also allow a diverse player-base, which is usually beneficial for all parties in one way or another.

So I've tried it bugs and all, it's just as terrible as I thought it would be. The thought of having to go through and re-level reputations, traits, ship traits, commendations, crafting, and specializations all over again is just too daunting.
Whoever thought it was a good idea to not have character transfer at least was not thinking with their head. Those of us who've played since beta would have been such a support structure for your transfer to console, you should have supported us as players.
There are no technical difficulties that make this impossible, there are no issues with agreements that make this unheard of, other studios do it all the time even between platforms, so tell us the real reason why we can't transfer our characters.
Trust me I know how it works, I can't explain how I know but I do.
So basically...despite what people who ACTUALLY can explain why they can't do it stating why it can't be done, we should take your word for it because you know how it works...umm yeah...no. Both Sony and MS require that all updates to the game be gone through them first. That means that ALL updates need to be synched...which would hurt PC updates. They also do not seem to like how the PC's life time system works with the stipend as well. They will also need to get a cut of all sales...and having existing toons be ported over will hurt their sales...so why would they agree to this from a small studio like cryptic? If this was a big powerhouse game...yeah, more leverage in dealing with these things...but cryptic ain't that. So yeah, you really don't know jack.
Yes, they need to go through Sony's and Microsoft's QA, as far as the patches and updates goes, but that's it.

They wouldn't hurt sales of any kind if they opened up for character transfers, especially not Microsoft's sales.
What you're doing is providing false information.
Sony and Microsoft charge for storage space and advertisement. It works like a basic subscription.
The only issue they would encounter as far as character transfer goes, is the fact that the console version is not yet up to par with the PC version (no doff/admirality/fleet system etc for the console version yet), and that would be the only thing that prevents them from enabling character transfer/Account link transfer.
When it comes to updates or patches, you need to look at how other games does it. Elder Scrolls Online does it just fine. You can, in fact, transfer your entire account from the PC to the console. Friend of mine did it this summer. He bought the game on the PC last year, but most of his friends started playing on the console instead, so he followed them there.
A console game doesn't need to be on par with the PC. All they have to do is to make sure that whatever the character has on the PC in terms of items etc that belongs to a specific update not yet released on the console version, is blocked, and automatically unlocked once the console version is on par with the PC version.
The PC version for any game that has been released cross platform will get updated first. That's how it works.

Console launch isn't for existing players why would it be. Cryptic already have you playing and hopefully paying. It was done to try and bring in new cliental that don't play on PC but would try the game on console and stick around long enough for Cryptic to make some $$$ off them.

The players that are complaining about this are complaining because it's not already active, not because some other players said it can't ever be done. So even if account transfer was made available tomorrow until the console is on par content wise with PC you're account could only be partially transferred.
Do Cryptic really want that headache of players moaning about having to relevel doffing/r&d schools (which take forever)/reputations and Spec tree's if when released they don't/can't put the account back to PC levels. I'd guess not.
What these players really want is for Cryptic to spend a huge amount of effort on some "dynamic transfer system" where they get to start playing now with the pieces that can be copied, then have other bits unlock as they are added to the consoles. Revising the transfer system over and over and writing more and more code to fix up existing transfers.

i think id feel guilty transferring one of my toons to the console , I can just imaging him sitting there in his Miranda and wondering what happened to his zippy little pilot tac ship and looking around for his doffs and admiralty ships and what happened to his millions of ec and dilithium , and realizing he has to do it all again from the start , I think he might just fly his Miranda into the sun .

I've looked everywhere, I cannot find a 64 bit version of this game, and trying to fenagle the game to load because it's behind the times is not something you should expect ever from a AAA title with such a huge IP following. Now that the console versions have launched and have received their first hotfix can we get an announcement for the 64 bit version?

Why would you need a 64 bit version of the client??, the client uses no more that 600 mb of memory, sometimes it gets to 1000 - 1200... but thats all, the 64 bits makes sense if you are using a load of memory (more than 4 gigs) and need multiple treads from the CPU.
Things could be inproved on the current client, yes!, the video card detection routine is awfull when you have dual cards and the directx 11 rendering pipeline tends to break on some computers, but that needs to be worked out, not 64 bits, that actually is not needed, the game is not that complex (client side)

If your process does not need more than 2 GB RAM (for the application not for the graphics card) there isn't much point. A 32-bit application can still make full use of a 12 GB VRAM video card and eleventy TB of disk space.
