What Happened to the Dyson Heavy Combat Ground Armor?!?

Soon after the launch of the 2016 Risa Summer Event, the crouch-height cover-shield that is provided by the Dyson Heavy Combat Ground Armor stopped appearing. The damage-reduction icon still appears in my character's buff/debuff list, but the shield itself does not appear at all. I have reported this to a GM, and I have filed a bug-report, but no solution has been provided yet.

Has anyone else experienced this problem? Do you know how to solve it?
