Project Chrysalis first assignment "Supply Classified Project" not appearing

I have been looking for this assgnment in the Alpha Quadrant for weeks with my 23rd century captain but it has not appeared.

Is anyone else having this problem?

I havent found it either yet I finished all the other chains. Aparently some ppl know how to get it but they just think they are special snowflakes and cant be bother to actual help others. Its probably hidden on some border line between sectors or other secluded corner, bugged as hell.
Anyway, the doffing system its so TRIBBLE up after "the walls fell", wich wasnt needed anyway, that alot of ppl decided not to bother with the chains. I pretty much gave up too.
