Is there a reason I can't do any system patrols?

Since I started playing again, I've found that sector patrols have been removed and now you can just jump into different solar systems to do a 'system patrol'. At least that's what I discovered when I created a new SF character (Just to try the new tutorial).
However, when I return to these systems with my main toon (lvl 60 Starfleet), all I can see are the foundry missions - no system patrols, no 'enter X system' option. I can still do the Romulan Republic system patrols, but I'd really like to do the Cardassian ones. Is there a reason I can't access any of them?

    Several systems around New Romulus have patrols that award Rom rep marks and dil, same thing with many of the systems in the Delta Quadrant.

    Oh, alerts you mean. Not quite the same as the delta sector patrols. Odd jobs that give marks.

    No, not Alerts, patrols. The Tau Dewa Patrols are nowhere near as good as they once were, back when they were 17x more efficient for farming XP, but they are Patrols nonetheless. I do think there's a wraparound kicking about the mission listings, but it's been awhile since I've done that...

    I'm not sure which System Patrols you're trying to do, but most of them require that you acquire them just like you would a regular mission. If you can figure out where the starting point is that is. A lot of those patrols may be the inaccessable missions on your general StoryArc. Think you have to do the missions before those to reactivate them.

    Try looking it up in sto.gamepedia.com. It may have some info on it. But every System Patrol I've ever done always required actually going to get the mission before I could do the Patrols, just like any other mission. Otherwise, it just shows me the Foundry missions.

    A very few actually just let me go to the system to run the Patrol there. Deferia comes to mind. And some of the Delta systems, but I think those are tied to some roaming ships.

    I'm getting mix messages about this. I've also run into 2 different Patrol lists. Try these and see what happens. Seems all the low level Patrols appear to have been removed, unless they are part of a Storyarc.

    Back when I originally played the game, there were system patrols that were sort of randomly generated. These apparently were replaced long ago by mostly single shot missions in Beta/Alpha Quadrant (with a few repeatable for higher levels) that seem to be hand made (though the majority are just kill x groups in space or scan y objects on planet)

    yes. All the patrol missions still in place have level restrictions.

    The randomly generated thing you're talking about was discontinued and removed from the game due to it generating some really bizarre things. Those were mostly dealing with Cluster Missions and First Contact stuff. All of that has been pulled from the game, and even though you'll see parts of it, none of it is still in effect. Even the First Contact NPC is still by Admiral Quinn, but he only gives you a Cross-FAction Boff once you hit Teir 4 of your Diplomacy. Otherwise , he used to give First Contact missions. Still has part of the First Contact speach, but the rest of it is non-functional.

    Just try those on the lists I provided you with early. Any Patrol missions for a Federation officer will be closer to the Spacedock. Further from Spacedock, the higher your level will need to be to attempt it. You also MUST find the place or person that gives you the Patrol missions. This can be the planet, but often it's a specific NPC.

    also, a lot of the patrols are one-offs. You can only do them once.... And when the sector space revamp went live several systems were added that do not and never had any sort of patrol mission.
