unforgiven of the ferasa

I recently got some new character slots, think about 2 weeks ago they are between 40-50 and have completed all 10 steps of unforgiven of the ferasa and i just realized none of the my newer character see the 20 hour mission come up. my older characters do see it. i check tactical int he correct areas and its nothing about my characters since all my older ones can get it but none of my newer ones can. Only thing I can think is you have to be lvl 50. Can anyone confirm if thats true or your nwere characters ones created after AOY are missing the 20 hour mission.
