Bought the Temporal Agent Starter Pack but cannot find Bridge officer 0718

in C-Store, ZEN, and Promotions
I bought the Temporal Agent Starter Pack, and have the title, the ships and the uniforms, but cannot find Officer 0718 anywhere, he's not in the list of available bridge officers. Where do I find him to enlist him?

    Through a weird twist of logic,as he is an android he is an item, not a person. Look under items and you will find him sitting on the shelf with all the other "things".

    He's an android and did not qualify as sentient in the good ol' days. <.< >.>
